Inchoate : Adjective, [in-ˈkō-ət or ˈin-kə-ˌwāt]
Means
being only partly in existence or operation: incipient, especially imperfectly formed or formulated: imperfect, formless
Comes from Latin inchoatus, past participle of inchoare to start work on, perhaps from in- + cohum part of a yoke to which the beam of a plow is fitted (1534)
Example When the oligarchic CEO and his board of directors were indicted, a more productive, albeit inchoate, management remained following the surprise perestroika.
