polder (pōl′dər), noun
An area of low-lying land reclaimed from a body of water.

Most common in Netherlands, where many areas of low-lying land are surrounded by dikes keeping the water out.

And in literary criticism, polder (http://sf-encyclopedia.uk/fe.php?nm=polder) is used by extension for a region protected from and set aside from the rest of the world, such as Shangri-La.
