An Ombudsman is more than just those, too. There's Ombudsman departments covering disputes between people and companies/types of companies, such as the Telecommunications Industry Ombudsman, or others dealing with gas and electricity or various other general types of industry.
At the ISP I work, we get threats daily of "Give me what I want or I go to the Ombudsman!" Which is less of a threat than you'd think. The TIO usually tells people "... Did you ask your ISP for help? And they explained it's YOUR fault you have a $3000 bill? Go away."
